I find it interesting that the seller didn't make a second chance offer to the runner-up bidder.  The runner-up bidder was at $1520.00 and the new listing BIN is at $1500.00

The auction ended on the 9th and they re-listed it today. That's 5 days, not even enough time to file a Non-Paying Bidder Dispute.

I sent the seller a question about the quick re-list and they stated that the buyer couldn't pay and that the new BIN price was a (and I quote) "very good deal if you asked me".

Looking at his feedback, he sold another similar lot with an $1800 BIN.  Not knowing anything about this CCG, maybe this guy is not as off his rocker as it seems.

I remember when ebay started and it was common to find a group of users (or user IDs) with the exact same people leaving them their first feedbacks. We used to call them feedback rings, sometimes they were just one person with many multiple accounts.

Obviously he shilled his own account. What is sad is that he will be allowed to NPB his own shill and not pay the seller's fees.
