Note: This was slated to be a 40-page booklet early on, however it grew into 56 pages before it was actually published.  Thanks to David Witts for help with this info, and to David Witts for the scan.  Product list is titled "Booty List" with the highest number being 17.
 

This cover is based off of a portion of Rothenburg.  From Bill Owen "You know that the front cover of Guide to the City State and the City State slip sheet shows an olden city.  This was taken from an old painting of Rothenburg ob Tauber on the Romantic Road above Munich, Germany.  I took it from a travel brochure and since the clock seemed to be out of place for a fantasy time of different technology we covered it over.  Plus of course the hero on pegasus that Bob drew added (ed - On City State slip sheet) (which he calls the flying turkey, because he’s very self-deprecating about his own artwork).  I’ve visited Rothenburg in 1999 and it’s a very atmospheric place.  Even nicer to stay in overnight because the crowds of day trip tourists leave and leave the city very quiet.
